Wayne Turner joined the National Health Law Program as a staff attorney in March 2012, focusing on federal health reform, managed care, and EPSDT. Wayne is a longtime HIV/AIDS and healthcare consumer advocate. He earned his B.A. at Reed College and graduated magna cum laude from the University of the District of Columbia David A. Clarke School of Law. In law school, Wayne worked as a fellow in the HIV/AIDS Legal Clinic and served as a co-chair of LGBT students group Outlaw. Before joining NHeLP, Wayne was a staff attorney at the DC Appleseed Center for Law and Justice, where his project areas included Blue Cross Blue Shield reform, children’s health, and improving end of life care for District of Columbia residents. Wayne is a member of the DC Bar Health Law Section and is active in its Programs and Events Committee.
