Health Consumer Alliance: The Health Consumer Alliance (HCA) is now partnered with the California Department of Managed Care (DMHC). Since 1998, NHeLP has provided HCA with substantive support and coordination. HCA operates as a network of consumer assistance programs across California and helps Californians access affordable health coverage. More information about HCA’s partnership can be found here.
