Job Announcement: Health Consumer Alliance Project Director

The Health Consumer Alliance (HCA), an innovative collaboration of grassroots legal service programs working together to improve access to quality health care for low-income Californians, is currently seeking a strong and dynamic Project Director. Based in the National Health Law Program’s (NHeLP) Los Angeles office, the Project Director is
responsible for heading statewide HCA activities among nine local community-based legal services agencies and two statewide legal support centers, as well as coordinating support for local program operations. The Project Director will work with all partner directors and senior health advocates in developing long-range strategic plans and programmatic direction and growth.

HCA fulfills its mission by providing individual assistance in navigating the health care system, community education about how to get care, and systemic analysis and advocacy on the underlying difficulties low-income people encounter in getting the health care they need.  HCA’s services reach thirteen counties and three-fifths of all low-income Californians.

The Project Director will strengthen HCA’s ability to use data, policy analysis, media outreach, and collaboration with other groups to identify and achieve key policy improvements. The Director helps coordinate HCA’s policy advocacy work. The Director will also lead statewide funding efforts, including public funding for independent consumer
assistance programs, county-specific funding and foundation funding. The Director will manage the activities of HCA’s statewide staff, including maintaining and updating HCA’s data collection system; developing HCA materials such as policy reports, consumer brochures and advocate’s issue briefs; and maintaining a strong Web presence.

Qualified candidates will have a degree in law, public health, public policy, or related field and strong skills in management, leadership, fund-raising, communication, and organization.

Knowledge of health policy issues affecting low-income consumers and expertise in a range of policy advocacy strategies, including data and policy analysis, legislative and administrative advocacy, use of media, collaborative work with statewide and local coalition partners, organizing, report writing and litigation are also important. The ideal candidate will
enjoy developing coordinated efforts to achieve broad goals and be able to work effectively with groups and a variety of actors in health advocacy.
