Resolution Agreement between the Office for Civil Rights (HHS) and Maine Medical Center. On July 17, 2000, the Office for Civil Rights and Maine Medical Center executed a comprehensive settlement of a complaint filed by the National Health Law Program and the Maine Civil Liberties Union. The complaint was filed on behalf of limited English speaking patients who claimed they did not have equal access to the hospital's facilities and services. The settlement covers a broad range of issues, including the provision of qualified oral translation services, thresholds for providing written translations and subject matter for such translation, distribution of information about translation services, and monitoring of activities by the hospital. OCR spokespersons have told NHeLP that the settlement is considered a model and that it will be circulated to other regional offices! With this settlement, the patients are dismissing a lawsuit filed in federal court that sought relief under Title VI of the Civil Rights Act and the Hill-Burton Act. (January 2001)
