CMS Issues Final Rules Re Requirements and Procedures for Review of Medicaid Managed Care Organizations. On January 24, 2003, CMS issued final rules describing the the requirements and procedures for external quality review of Medicaid managed care organizations (MCOs) and prepaid inpatient health plans (PIHPs). The rules will take effect March 25, 2003, although states will have one year from that date to bring contracts into compliance. (February 2003)
