Alicia Emanuel

Director of the Eligibility & Enrollment Practice Area

Alicia Emanuel is the Director of the National Health Law Program’s Eligibility & Enrollment Practice Area. Alicia’s work focuses on California and federal health policy, with an emphasis on Medicaid and exchange coverage eligibility and enrollment issues.

Before joining the National Health Law Program, Alicia was a Senior Policy Associate at The Children’s Partnership, where she worked on health policy and administrative advocacy for low-income children at the state and national level. Prior to that, Alicia was a staff attorney at Legal Services of Northern California where she provided education and advocacy to health care consumers in 32 California counties and represented clients in Medi-Cal, Covered California and private insurance hearings and appeals.

Alicia received her B.A. from University of California, Berkeley and her J.D. from University of San Francisco School of Law. During law school, Alicia worked in medical-legal partnerships at Law Foundation of Silicon Valley and East Bay Community Law Center, and interned in the Health Unit at Bay Area Legal Aid.

Alicia is a dance enthusiast and enjoys hiking with her family and her rescue dog, Dolly. She is an advocate for brain injury survivors and is committed to building equitable and inclusive communities and spaces.
